BARNSTABLE, Mass. — When a developer proposed building an offshore wind farm in Nantucket Sound two decades ago, some of the fiercest opposition came from Cape Cod residents. Yesterday, they struck a different tone, welcoming America’s first major offshore wind project ashore with open arms. A
